The first member not come from East Blue.
Originally, he is a cook of Baratie restaurant ( a floating restaurant in East Blue)
He has been trained all abilities of Red Leg Zeff ( who was a pirate come back from Grand Line).
We have a long story about realationship between Sanji and Zeff. But the important thing is they have the same ambition_ the same thing to belive.
Sanji's ambition is to find All Blue where all sea creatures swim together.

Sanji is a real chef, and if you notice he've never fail in any challenge. Especially he appreciate the value of food and never waste them. He serve food for everyone who is being hungry, regardless how many money they have.
